Cost no longer prohibits residential solar installations.

If there’s one reason environmentally-inclined folks don’t get solar panels, it’s cost, which runs into the thousands of dollars for the average homeowner. Now, a company is offering to install photovoltaic panels on individual homes for the minuscule price of a security deposit, which averages $500 not payable until just before installation.

The Citizenre Corporation is offering homeowners its REnU program. Homeowners sign a contract with Citizenre for one, five or 25 years. The company then provides, installs and maintains the photovoltaic system. The homeowner pays Citizenre for the electricity generated by the REnU system at the price of electricity of the local utility at the time of signing the contract. In effect, the homeowner is protected from spikes in the cost of electricity. At the same time, he gets to feel like a good greenie.

What does Citizenre get out of the deal? It intends to make money in several different ways, according to David Gregg, president and CEO of  Citizenre. "There are the rents, of course," said Gregg. Second, the company, which is building a manufacturing plant for the PV panels, will be eligible to receive commercial tax credits of 30 percent. Gregg said Citizenre plans to sell its commercial tax credits to its equity partners. There are also renewable energy credits, which carry a market value. Citizenre may also qualify for solar rebates offered by utility companies in some states.

Citizenre is offering this program in areas where the utility company offers net-metering.
Net-metering means the homeowner gets credit from the utility company for any excess power the photovoltaic panels produce. For more details about Citizenre’s REnU program, see its website.

Gregg said the company has already signed contracts with about 20 homeowners in the Denver Metro area. Although Citizenre is signing contracts right now, the REnU product won't be available until September 2007, when the Citizenre manufacturing plant is up and running.
