COMPREHENSIVE UPGRADATION OF INTELLIGENCE AGENCIES NEEDED

The increasing activities of Naxalites and externally – sponsored, as well as, homegrown terrorists and the inability of the intelligence agencies and police forces to cope with them have highlighted the dangers to nation’s internal and external security. Whether at the Central or State levels, the intelligence agencies are as ill-equipped and poorly staffed as the police and together these do not make an effective and strong bulwark against forces of destabilization, internal and external. Even Prime Minister Manmohan Singh admitted the other day that the state apparatus is unable to apprehend, prevent and neutralize an array of complex security problems and threats and suggested ways and means be found to deal with the situation and “rethink some of our past practices”.

Rethinking is what is urgently needed as the infrastructure available to IB, RAW and state intelligence agencies is getting more and more outdated with the passage of time and is unable to counter the technology, electronic networking and tactics deployed by terrorists with enormous resources at their disposal, as also the highly motivated and organised Naxalies who are now getting access to formidable weaponry. The damage caused to the morale and operational ability of IB and RAW during the Janata and NDA regimes is no immense that they are unable to recoup. It was during these unhappy times that massive infiltration of foreign elements in the intelligence set up took place under the cover of security – related cooperation and it is difficult to imagine how soon they will be purged of such destabilizing influences. No wonder, the cadres feel demoralized for a variety of reasons. It will, indeed, take a long time and considerable effort to rescue these agencies from the quagmire of nepotism, dis-satisfied cadre and directionless functioning.

The IB, which has a long history, and comprehensive networking and is staffed mostly by police officers. But its functioning and initiatives are often stifled due to political interference, their timely warnings being ignored by a partisan and soporific leadership. Had the NDA government heeded the warnings of the IB and RAW about massive Pakistan build-up, the Kargil tragedy would not have happened. Similarly, had the timely warning about developing communal tension been heeded and the Narendra Modi Government sternly told to take precautionary measures, the Godhra and post-Godhra tragedies could have been averted. The political leadership of the time got away with both and washed its hands with the excuse of intelligence failure, which was a blatant lie.



After talking to the chief ministers on this subject, the Prime Minister has convened a meeting of intelligence, security and police officials in November to discuss a practical strategy to deal with terrorism and Naxalism. He has thrown several suggestions including improvement of the software needed for maintenance of peace, of intelligence generation and collection an
