US Senate Debates Immigration Reform [author:root law group Public time:Mar 30, 2006] |

On March 27, 2006, the Senate Judiciary Committee passed a comprehensive Immigration Reform Bill that addresses the needs of U.S. businesses, workers and national security. The bill passed on a 12-6 vote. The bill will soon be debated by the full senate and 60 votes must be won in order to get the Committee bill adopted by the full Senate.
The bill reflects the consensus of many national and local groups representing business, labor, religious organizations and immigrant rights advocates that the government must take a comprehensive approach to provide a real solution to our immigration problems.
The final Committee proposal includes a number of important provisions:
1) A guest worker program that would match employers and willing workers to assist U.S. companies with staffing hard-to-fill positions. This will allow low-skilled immigrants to stay in the US and work temporarily. It is not known whether this may lead to permanent residence.
2) An earned legalization program to address the 11 million undocumented residents of the United States. The Senate proposal establishes a system in which the workers would register with the government, pay a significant fine, go through security checks, and over time earn the privilege of permanent legal status.
3) An earned adjustment program for agricultural workers.
4) The DREAM Act provisions, which will allow immigrant students who have grown up in this country, graduated from high school, and have no criminal record to go to college and legalize their immigration status.
5) Increased border enforcement and security provisions.
The Senate Judiciary committee eliminated the provisions that would have criminalized unlawful status in the United States. The Committee also approved an amendment that would de-criminalize humanitarian assistance by individuals, churches, and organization that provide services or assistance to undocumented immigrants.
